The source marks every seat ChargeableSeat for the sampled Basic fare; allSeatsPaidSelection therefore captures the ULCC random-assignment pattern, while paid_seat flags distinguish higher-fee zones rather than fare inclusions. SEAT EXCEPTIONS: the response explicitly marks all seats in rows 11 and 31 NoReclineSeat and marks 31A/31F WindowSeatWithoutWindow.
